"Rule In" means to include or consider something or someone as part of a particular situation or group.

Imagine you are playing a game of basketball, and you are the captain of your team. As the captain, you have the power to choose who gets to be on your team. You have already picked some players, but there are still a few more spots left. You have a list of potential players who want to join your team, and you carefully look at each one to decide if they are good enough to play with you. While going through the list, you come across a player who seems to have excellent skills and would be a great asset to your team. In this situation, you would "rule in" that player, meaning you would consider them as part of your team and include them in the game.

It's kind of like when you are deciding what to wear for a special occasion. You go through your wardrobe, looking through all your clothes. Some clothes you immediately dismiss because they don't fit the occasion or your style. But then you come across an outfit that you think would be perfect. You try it on, look in the mirror, and think, "Yes, this is definitely going to work!" In this case, you would "rule in" that outfit, meaning you would consider it as part of your options and choose to wear it.

So, when we say "rule in," we are essentially saying that something or someone is being included or considered in a particular situation or group.
